A guy from Dell's forum got Dell Engineer's reply and shared a bridge BIOS which allow us to downgrade to version 1.16.

The BIOS version of replaced motherboard was 1.6 during the first boot and is automatically upgraded to 1.16.0 without human confirmation after reboot.
It scared us but everything back to normal after the replacement.

You could unplug the AC until almost out of battery then charge again...

At least you have a working machine for this moment.

It turns out to be "setup_var CpuSetup 0x7D 0x0" instead of 0x7A in this machine to unlock BDPROCHOT.
However, it's only unlock BDPROCHOT control, rather than disable it.
After that, I could check/uncheck BDPROCHOT option in throttlestop.
For temporarily usage before upgrading BIOS/changing mainboard, I have to boot the laptop without AC, launch throttlestop to make BDPROCHOT disabled and then plug AC power.

The issue was traced to a PROCHOT event being tripped which causes the CPU to throttle itself to 400mhz and also the iGPU to 800mhz. This causes problems because if you use the iGPU to drive any display then it causes that display to become sluggish and unresponsive. This can even happen with CPU temps well under 80C. The source of the event was unknown but I have heard it can be power supply overheating, CPU or GPU VRM overheating, GPU over a specified temperature threshold, or the CPU itself going over 100C (but should hot happen due to TccOffset).
The best way to stop it is disabling BDPROCHOT so the CPU ignores these events. I mentioned the hidden UEFI bios variable for that in this post, similar process to setting Undervolt flags, AC LoadLine, etc:
I paired making this change also using a 330W AC Adapter meant for an Alienware 51M R2. They are not sold with Precision but are detected in the bios as 330W and obviously have much more headroom in combined load scenarios.
I have tried "setup_var CpuSetup 0x7A 0x0" according to the post but have no luck.
For me, the sympton after upgrading bios to version 1.18.0 is CPU frequency locked to 0.39GHz which makes even right click menu on the desktop extremely slow.The issue magically disappeared when I unplug AC power and reappeared when pluging AC back.
It's very repeatable.
In addition, activate the Quiet profile under Power > Thermal Management in the BIOS or the respective section in Dell Power Manager helps a bit.The sad thing is BIOS 1.18.0 is not downgradable even enabling BIOS Downgrade in the bios menu.
It looks like only way to fix it at this moment is to replace the motherboard with older bios which is tedious and time-consuming.
Any other steps or suggestions I could try?

Use the laptop 14hrs per day.
Nothing special happened so far.
I didn't do undervolt by the way.-

From my observation here and there on the internet, the difference between 12850HX and 12950HX is around 4%-10% with various benchmark software.
For real-world application and usage scenario, just like Aaron said, they may behave quite similar. It's again back to the decision between absolute best or saving some money...

My experience with tweaking the ThrottleStop also has crash right after enabling P/E Cache undervolt.
The guy in the post said he fixed it by reducing the "Cache Ratio". (36 in his text but 35 in his screenshot)
However, I remember somewhere else Unclewebb said the Cache Ratio is related to base frequency and since 12850HX's base frequency is 2.1GHz, I set it to 21(see my screenshot above).This modification does prevent P/E Cache undervolt from crash but I think it also somehow has negative impact for the benchmark(according to my benchmark result).
Also, for some undervolt setting, it could pass the Cinebench R23 without problem but crash during 3DMark in my experience.

Yes, they are.
I was in a hurry to install the working software and get back into real work.
So I only did the benchmark with cooling pad before that.
The funny thing is I don't game at all, just out of curiosity to see how the combination can achieve.
For non-gaming / non-continuous high load scenario I think the in-chassis heatsink is barely enough.

First post on this forum. Learned much(thanks for all the useful info and discussion) from here and would like to share my benchmark results.
Coming from almost 8 years Macbook and finally back to native Wintel laptop.
My Specs:
DELL 7770
i7 12850HX
RTX A4500 16GB
64GB SODIMM

I did try various LoadLine values but not found much to share.
After Honeywell PTM7950 repaste(first time doing this, not sure I'm doing fine or not)(apply to rest results):
After repaste, the core may still reach 100C and some orignially hot P cores remain hotter than others.
with Throttle Stop applied:

As a result, my experience with Throttle Stop helps to boost R23 single run result a little bit further but fails to improve others. Don't know why.
Some notes:
1. As others finding, the benchmark is not as high as other gaming laptops.
2. IA AC/DC LoadLine fix helps to improve overall performance.
3. Repaste may help long term performance.
4. According to other's finding, replace Delta fan with Sunon fan may or may not help the overall performance. So I'm a little bit lazy for the exchange experiment.
5. I can't find a good Throttle Stop setting to improve overall long term performance. In addition, with TS applied, my 3DMark often BSOD during benchmarking which is not acceptable.
6. A beast cooling pad do help reduce overall temperature and imporve benchmark result with the cost of loud noise.
7. For proper dGPU performance, dell power manager has to set to high performance mode. For CPU only benchmark or application, cool mode may help a little bit further.
8. The fan seems not rotating at all during idle or light load which is quite quiet. Sometimes it may burst for short load and I'm okay with the sound.
9. The stock WIFI driver seems have some bugs. After updating to latest driver seems fixed.
10. It's a shame there is no single perfect laptop which covers for both highest CPU/Graphic performance and long term warranty/service/reputation/etc. People have to decide the priority between the absolute best performance or services. Just a little bit dissapointed DELL could do better with the asking price.
