X170-KM CPU Power

Apologies if this has been answered before, Picked up a "like new" Origin X170KM-G on ebay and tbh it really does look unused. Runs stable and cool (GPU running with overclock stable). my issue at the moment is that the CPU does not want to draw more than 70w (10900k). its hitting maybe 4ghz(Avg looks like 3.7 under sustained load) and staying cool (high of 58c). bios and ec updated to latest XMG (its an origin machine). ive played around with throttlestop and the cpu just refuses to draw more than 70w. Any guidance fixing this would be appreciated. 

 

Edit: Looks like even when stress testing the CPU maxes out at 71W and the GPU 125W (10900k/165W 3080). Very odd, tempratures are both under 60c and system is stable. (Bios is on perfermance plan as is windows)

Do you have overclocking mode turned on in BIOS?

disable in BIOS overclocking features. will be full power and 6500 points in CPU-Z benchmark
