Clevo p775dm3 - a couple questions

Hey all, I have Sager p775dm3 that is dsanke bios modded with 9900k and 32gb ram. 

 

First question is:

The GTX 1080 in it under light loads will artifact as seen in the picture. If you reset the video driver using the windows shortcut it will come back. I can't get it to do it under full load, only light loads youtube web browsing office etc. Any ideas on what this could be or how to test?

 

Second question:

I bought a for parts EVOC p775dm3 and the seller says it doesn't turn on (no light, nothing). How is the reliability of these motherboards? I haven't heard anything bad so I'm guessing bad bios, wrong charger or possible lack of RAM during testing? I got it for a good deal so not too worried if mobo doesn't work.
