Setting a fixed CPU frequency on an Asus X570 TUF Gaming Plus WiFi

Looking for some guidance on how to set a fixed CPU frequency for my Ryzen 9 5950X on the motherboard listed in the title. I want to set it at around 4.0 GHz so I can get strike a balance between performance and fan acoustics. If someone could provide instructions as if I were five years old, I would appreciate it.

Can you post a few photos of your BIOS menu options for core clocks? F12 will let you save screenshots of BIOS to USB.

Why not just use Ryzen Clock Tuner and aim for the efficiencies instead of higher clocks?
