Clevo p771dm wont turn on

Hi , my friend has buyed a barebone witch pch chip was blown up and had a short on 3.3V . the chip was repalced and theres no short , but the laptop power led blinks 2 time and no other life detected. Can someone help what is the power led 2 blink means? Is it possible that the mb is trash?

what chip are you talking about?

If the Hub was faulty, then it is possible that there are still faulty components on the motherboard, you need to check all incoming voltages (19volt / 5volt / 3volt) also check the status of the BIOS chip, it may be faulty or has a broken BIOS.

They said after the hub  replace,  theres no shortage on the board , but i mentioned him that  theres maybe a blow fuse somewherein the power board,  we can  simply  connect  to the bios chip  with a cabled eeprom writer and flash it? Or need to be  replaced,  or desolder from the board and write it?
