Service Tag has not been programmed

I have a 13.3" Latitude 5310. After about 2 yrs (no more warranty), everytime startup the laptop will prompt

"Service Tag has not been programmed".  By clicking continue i can boot into windows.

I go into bios and key in the Service Tag the same way as buying new Dell mainboard.  After pressing enter/apply, upon next booting the same message pop out again.  Is it because the service tag is not accepted, or something wrong with bios that cannot hold Service Tag data?

I can't update bios to latest version (in windows) due to no Service Tag so the update will refuse to proceed.

Please advise on how to overcome this, thanks.
