My guess would be BGA and bare die.

95C temp target is totally fine if it just follow the boost algo and not actually thermal throttling like on other chips.

Totally fine for the chip itself but 95°C may put stress on surrounding components in a laptop, more so than in a desktop.

7950X desktop turns into the 7945HX in its laptop incarnation it seems - a bit weird I agree but on the other hand it is sufficiently different from the desktop chip to not be mistaken for it. Something that cannot be said for certain other Green Goblins companies.
