It;s a mix of the two. Normally vbios alone can change the output. Didn't specify which port, so I assume DP_D and it doesn't work! I tried different VBIOSes but the results are the same. I think the 4070 doesn't have physical capabilities to do eDP! Best is to use nvcleanstall which does clean inf mod with all customs options that you need (telemetry, trackers off, optimus...).
